Although people who were blind have used sticks or canes for mobility for centuries, the\u00a0<\/span>white cane as we know it today<\/span><\/b>\u00a0emerged\u00a0in the early 20th century as a purposeful tool to increase visibility and safety in busy streets. In 1921,\u00a0<\/span>James Biggs<\/span><\/b>, a photographer from Bristol (UK) who became blind after an accident, painted his walking stick white so that motorists could see him more\u00a0easily\u2014creating\u00a0the first known use of the white cane as a visibility aid.\u00a0<\/span>\u00a0<\/span><\/p>

A decade later, in\u00a0<\/span>1931<\/span><\/b>, French inventor\u00a0<\/span>Guilly\u00a0d\u2019Herbemont<\/span><\/b>\u00a0launched a national \u201cwhite stick movement\u201d after\u00a0observing\u00a0the danger blind pedestrians faced in traffic. She distributed thousands of white canes to veterans and civilians, helping to popularize the tool across Europe.\u00a0<\/span>\u00a0<\/span><\/p>

Meanwhile, in the United States, the Peoria Lions Club introduced the white cane with a\u00a0<\/span>red band<\/span><\/b>\u00a0in 1930 to help blind pedestrians signal their need for\u00a0assistance\u00a0and secure the right-of-way in traffic.<\/span>\u00a0<\/span><\/p>

The symbolic power of the cane extended into public policy in the mid-20th century. In\u00a0<\/span>1964<\/span><\/b>, the U.S. Congress passed a resolution\u00a0designating\u00a0<\/span>October 15 as White Cane Safety Day<\/span><\/b>, now also recognized internationally.
